Narrative:
Updated release and aircraft had no open MEL items release calculated with no open MEL items, pulled release up at approximately XA05Z. After scheduled departure to look at fuel computations and saw MEL 30-XXX was open, researched history and confirmed with the captain that neither his paperwork nor mine had any open MEL items at time of update or release calculation. MEL 30-XXX was removed and then put back into the system by air carrier technician supervisor with no calls to dispatch for authority/authorized or approval. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was a B757-200 and when making up the flight plan it was noted a deferred window heat item had been cleared by maintenance. The reporter said after the flight release was given to the crew, maintenance re-entered the previously deferred item without advising the dispatcher or the crew. The reporter said the deferred item had an MEL restr and could not be dispatched into icing conditions. The reporter said it was dispatched into icing conditions.

Title: A B757-200 WAS DISPATCHED IN NON COMPLIANCE WITH A COCKPIT WINDSHIELD HEAT DEFERRED AS INOP AND INTO ICING CONDITIONS IN CONFLICT WITH THE MEL.
Narrative: UPDATED RELEASE AND ACFT HAD NO OPEN MEL ITEMS RELEASE CALCULATED WITH NO OPEN MEL ITEMS, PULLED RELEASE UP AT APPROX XA05Z. AFTER SCHEDULED DEP TO LOOK AT FUEL COMPUTATIONS AND SAW MEL 30-XXX WAS OPEN, RESEARCHED HISTORY AND CONFIRMED WITH THE CAPT THAT NEITHER HIS PAPERWORK NOR MINE HAD ANY OPEN MEL ITEMS AT TIME OF UPDATE OR RELEASE CALCULATION. MEL 30-XXX WAS REMOVED AND THEN PUT BACK INTO THE SYS BY ACR TECHNICIAN SUPVR WITH NO CALLS TO DISPATCH FOR AUTH OR APPROVAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT WAS A B757-200 AND WHEN MAKING UP THE FLT PLAN IT WAS NOTED A DEFERRED WINDOW HEAT ITEM HAD BEEN CLRED BY MAINT. THE RPTR SAID AFTER THE FLT RELEASE WAS GIVEN TO THE CREW, MAINT RE-ENTERED THE PREVIOUSLY DEFERRED ITEM WITHOUT ADVISING THE DISPATCHER OR THE CREW. THE RPTR SAID THE DEFERRED ITEM HAD AN MEL RESTR AND COULD NOT BE DISPATCHED INTO ICING CONDITIONS. THE RPTR SAID IT WAS DISPATCHED INTO ICING CONDITIONS.
