Narrative:
First officer was flying and talking to ZDC, and I was off frequency obtaining gate information from company. He had accepted, read back, and descended to FL180. When I came back on frequency, center asked us to verify level at FL190. I told them we were level at FL180, and asked if we should climb. Controller said no, and cleared us lower. First officer said that he was sure that he heard and read back FL180 in the original clearance when I was off frequency. Nothing else was said about it from ATC.

Title: ALT OVERSHOT BY FO OF A B767ER DURING AN ARR DSCNT DUE MISUNDERSTANDING OF CLRNC AND THE CTLR NOT HEARING READBACK ERROR BY FO.
Narrative: FO WAS FLYING AND TALKING TO ZDC, AND I WAS OFF FREQ OBTAINING GATE INFO FROM COMPANY. HE HAD ACCEPTED, READ BACK, AND DSNDED TO FL180. WHEN I CAME BACK ON FREQ, CTR ASKED US TO VERIFY LEVEL AT FL190. I TOLD THEM WE WERE LEVEL AT FL180, AND ASKED IF WE SHOULD CLB. CTLR SAID NO, AND CLRED US LOWER. FO SAID THAT HE WAS SURE THAT HE HEARD AND READ BACK FL180 IN THE ORIGINAL CLRNC WHEN I WAS OFF FREQ. NOTHING ELSE WAS SAID ABOUT IT FROM ATC.
