Narrative:
We were handed off from iad approach to dca approach control. We were at 7000 ft MSL and given a descent to 5000 ft MSL. At 5900 ft MSL dca called traffic at 12:30 O'clock position, 5 mi at 4500 ft MSL. We did not see him at 5500 ft MSL, we received a TA at 5100 ft MSL. We received an RA to stop descent and begin to climb. So we complied as mandatory. We then were told to descend to 3000 ft MSL. We replied 'negative we are responding to an RA to climb.' approach replied 'don't climb.' but we must comply with the RA. He then said 'turn right to 180 degree heading and climb to 6000 ft MSL.' we continued to climb and turned as directed, but received an RA to stop climb, which we did. This was for an aircraft above us. We continued the turn and was turned into the path of a B737 at 5000 ft MSL converging on us. We received our 3RD RA to climb at that time. Meanwhile, the controller was telling us to 'climb now.' we climbed to 6000 ft MSL and were clear of the conflict. We returned to the field with no other problems. The first aircraft was a C172, the second aircraft we had no idea. The third was a B737. The B737 had us visually and said we were no factor. We did see the cessna while complying with the RA. We were approximately 1 mi and 400 ft from the B737. The controller was upset that we climbed and then that we didn't climb fast enough. But we had to comply with all 3 RA's.

Narrative: WE WERE HANDED OFF FROM IAD APCH TO DCA APCH CTL. WE WERE AT 7000 FT MSL AND GIVEN A DSCNT TO 5000 FT MSL. AT 5900 FT MSL DCA CALLED TFC AT 12:30 O'CLOCK POS, 5 MI AT 4500 FT MSL. WE DID NOT SEE HIM AT 5500 FT MSL, WE RECEIVED A TA AT 5100 FT MSL. WE RECEIVED AN RA TO STOP DSCNT AND BEGIN TO CLB. SO WE COMPLIED AS MANDATORY. WE THEN WERE TOLD TO DSND TO 3000 FT MSL. WE CLBED TO 6000 FT MSL AND WERE CLR OF THE CONFLICT. WE RETURNED TO THE FIELD WITH NO OTHER PROBS. THE FIRST ACFT WAS A C172, THE SECOND ACFT WE HAD NO IDEA. THE THIRD WAS A B737. THE B737 HAD US VISUALLY AND SAID WE WERE NO FACTOR. WE DID SEE THE CESSNA WHILE COMPLYING WITH THE RA. WE WERE APPROX 1 MI AND 400 FT FROM THE B737. THE CTLR WAS UPSET THAT WE CLBED AND THEN THAT WE DIDN'T CLB FAST ENOUGH. BUT WE HAD TO COMPLY WITH ALL 3 RA'S.
