Narrative:

After run-up, I announced to rbd tower I was ready to depart VFR to the southeast. Instructed by tower to 'position and hold runway 35.' I did as instructed. After a short time holding, the pilot of the twin came on the radio and asked tower if there was an aircraft on the runway. The tower replied, 'sorry, go around.' I looked up to see the twin pass over my right wing. Shortly thereafter, I was given 'cleared for takeoff, turn on course.' the twin was again cleared to land and thanked for his help. While doing run-up checklist, I had heard 'cleared to land' instructions, but since both runway 31 and runway 35 were in use and 'cleared to land' was being given a good distance out, I didn't recognize that the tower had issued conflicting instructions. Neither, apparently did the tower or the pilot of the twin.

Title: RBD CLRED C152 IN POS AND HOLD THEN CLRED TWIN CESSNA TO LAND. TWIN CESSNA QUESTION RBD TWR WHO ISSUED GAR.

Narrative: AFTER RUN-UP, I ANNOUNCED TO RBD TWR I WAS READY TO DEPART VFR TO THE SE. INSTRUCTED BY TWR TO 'POS AND HOLD RWY 35.' I DID AS INSTRUCTED. AFTER A SHORT TIME HOLDING, THE PLT OF THE TWIN CAME ON THE RADIO AND ASKED TWR IF THERE WAS AN ACFT ON THE RWY. THE TWR REPLIED, 'SORRY, GO AROUND.' I LOOKED UP TO SEE THE TWIN PASS OVER MY R WING. SHORTLY THEREAFTER, I WAS GIVEN 'CLRED FOR TKOF, TURN ON COURSE.' THE TWIN WAS AGAIN CLRED TO LAND AND THANKED FOR HIS HELP. WHILE DOING RUN-UP CHKLIST, I HAD HEARD 'CLRED TO LAND' INSTRUCTIONS, BUT SINCE BOTH RWY 31 AND RWY 35 WERE IN USE AND 'CLRED TO LAND' WAS BEING GIVEN A GOOD DISTANCE OUT, I DIDN'T RECOGNIZE THAT THE TWR HAD ISSUED CONFLICTING INSTRUCTIONS. NEITHER, APPARENTLY DID THE TWR OR THE PLT OF THE TWIN.
