Narrative:
I started engine, turned on radios and tuned in ATIS. I tried to contact ground on radio #1, no response. Tried radio #2, no response. Tuned to tower frequency. No response on radio #1 or #2. Taxied to ramp area leading to taxiway to active and did 2 360 degree turns, trying to attract attention to tower. No reaction. There were no lights in or on tower, so I thought that perhaps the tower had closed. I decided angle was too sharp from present location to tower, so I crossed runway 12/30 and taxied out towards direction of runway 26. Again I did a 360 degree turn and flashed my landing light at tower. They finally acknowledged my presence, but stated over radio to return to FBO. I could hear then, but they could not hear me. While taxiing back, they said if I had a cell phone to call them. I did. I told them I could hear, but for some reason, they couldn't hear me. I asked for NORDO takeoff. They agreed and sent me to runway 30. While taxiing there, I noticed a wire to intercom had pulled loose. I reconnected and 2-WAY communication was established. Flew home uneventfully. Biggest problem was there was no way or place for me to taxi to and get their attention except by crossing runway 12/30. If airport had been busier, perhaps they would've been paying more attention to ground movement. I would have called tower on cell phone, prior to crossing runway 12/30, but that number was not listed in AFD or in commercial book.

Title: PA28 PLT TAXIED WITHOUT CLRNC. HE THEN HAD A RWY INCURSION AT CYS.
Narrative: I STARTED ENG, TURNED ON RADIOS AND TUNED IN ATIS. I TRIED TO CONTACT GND ON RADIO #1, NO RESPONSE. TRIED RADIO #2, NO RESPONSE. TUNED TO TWR FREQ. NO RESPONSE ON RADIO #1 OR #2. TAXIED TO RAMP AREA LEADING TO TXWY TO ACTIVE AND DID 2 360 DEG TURNS, TRYING TO ATTRACT ATTN TO TWR. NO REACTION. THERE WERE NO LIGHTS IN OR ON TWR, SO I THOUGHT THAT PERHAPS THE TWR HAD CLOSED. I WOULD HAVE CALLED TWR ON CELL PHONE, PRIOR TO XING RWY 12/30, BUT THAT NUMBER WAS NOT LISTED IN AFD OR IN COMMERCIAL BOOK.
