Narrative:
Aircraft X called from FBO to taxi for departure. Aircraft X told to 'taxi to runway 23 for an intersection departure at taxiway Y -- the same intersection that you cleared the runway from.' aircraft X started taxiing, then turned his navigation lights off. I lost sight of aircraft X and spotted him using binoculars taxiing at high speed toward the runway. I transmitted 4 times to aircraft X telling the pilot to stop, but he wasn't on the ground or local frequency. He was on departure frequency, who finally got him to stop, after aircraft X had crossed runway 23 (the active runway). Aircraft X called me on ground. I got him turned around and taxied to the runway. Aircraft X called tower, was cleared for takeoff, and tried to depart the wrong way. Local got aircraft X straightened out and he departed for his home airport, sidney, oh (I12).

Title: C150 LOSES SITUATIONAL AWARENESS AND MULTIPLE FWA CTL POS ARE INVOLVED IN RESOLVING THE SIT.
Narrative: ACFT X CALLED FROM FBO TO TAXI FOR DEP. ACFT X TOLD TO 'TAXI TO RWY 23 FOR AN INTXN DEP AT TXWY Y -- THE SAME INTXN THAT YOU CLRED THE RWY FROM.' ACFT X STARTED TAXIING, THEN TURNED HIS NAV LIGHTS OFF. I LOST SIGHT OF ACFT X AND SPOTTED HIM USING BINOCULARS TAXIING AT HIGH SPD TOWARD THE RWY. I XMITTED 4 TIMES TO ACFT X TELLING THE PLT TO STOP, BUT HE WASN'T ON THE GND OR LCL FREQ. HE WAS ON DEP FREQ, WHO FINALLY GOT HIM TO STOP, AFTER ACFT X HAD CROSSED RWY 23 (THE ACTIVE RWY). ACFT X CALLED ME ON GND. I GOT HIM TURNED AROUND AND TAXIED TO THE RWY. ACFT X CALLED TWR, WAS CLRED FOR TKOF, AND TRIED TO DEPART THE WRONG WAY. LCL GOT ACFT X STRAIGHTENED OUT AND HE DEPARTED FOR HIS HOME ARPT, SIDNEY, OH (I12).
