Narrative:
I was holding these 2 aircraft. I turned one (aircraft X) in and waited for the other (aircraft Y) to be abeam. I then turned the other (aircraft Y) in. The last one (aircraft Y) turned too fast. I then turned the last one (aircraft Y) to a 330 degree heading. I thought this was fine, but TCASII went off.

Title: ZMP CTLR INCORRECTLY JUDGES SEPARATION BTWN 2 HOLDING, DSNDING ACFT, REQUIRING THE HIGHER ACFT TO EXECUTE A TCASII MANEUVER.
Narrative: I WAS HOLDING THESE 2 ACFT. I TURNED ONE (ACFT X) IN AND WAITED FOR THE OTHER (ACFT Y) TO BE ABEAM. I THEN TURNED THE OTHER (ACFT Y) IN. THE LAST ONE (ACFT Y) TURNED TOO FAST. I THEN TURNED THE LAST ONE (ACFT Y) TO A 330 DEG HDG. I THOUGHT THIS WAS FINE, BUT TCASII WENT OFF.
