Narrative:

Air carrier flight XXX, aircraft xyz. The end cap of left horizontal stabilizer had speed tape peeling off it. (The tape is used as an interim repair for delaminating fiberglas and gelcoat). Per maintenance control, the cap replacement was on a deferred item repair. I removed all old tape, cleaned area, and reapplied new tape.
