Narrative:
We were being pushed back from gate at ord. Due to construction, we had to be pushed onto taxiway a. The plan was to push south toward taxiway a, then west parallel to taxiway a, then north into fox alley between concourses F and east. Before push, we got clearance from signature ramp, then from ord inbound ground. Ground told us to give way to another aircraft passing behind us on taxiway a. We waited for him to pass, then pushed. No taxiing aircraft were visible when we started our push. As we were being pushed west, parallel to taxiway a, an MD80, taxiing rapidly west on taxiway a, hit our right winglet with his right wingtip. Our wing walker tried to get his attention before the collision, to no avail. The MD80 was apparently unaware of the collision, and continued on. Ord later contacted them and they did not take off. Contributing factors: dual ground frequencys. We were cleared to push into taxiway a by inbound ground. Since the MD80 was taxiing for takeoff, they were probably on outbound ground. I don't know if ground told them to look for us. Construction forcing pushed aircraft onto an active taxiway. Continued use of gate under these circumstances. Excessive taxi speed by MD80, combined with inattn. Note that we were not pushed into his path. We were overtaken, overlooked, and overrun. Supplemental information from acn 499779: on centerline of taxiway a, abeam concourse F, deiced. Taxi out instructions taxiway a, taxiway A6, taxiway J, short of runway 9L for runway 14L. Taxiing past concourse F on centerline taxiway a, viewed crj pushing back with wing walker guideman wands up in air in all clear position. Continued on taxiway a to taxiway A8 where stopped because of airport deice vehicles. Apparently, crj was pushed back far enough to allegedly contact our right wingtip. Requested to go to taxiway A8 to continue taxi to runway 14L, but were told to continue to taxiway A5 and go to penalty box for possible problem. Pulled over in box, parked brakes, and queried ATC about problem. Ground controller stated may have clipped commuter aircraft. O'hare city vehicles showed up to inspect, then went for maintenance to inspection. Company maintenance showed up and requested further investigation. Returned to gate. Checklists completed, secured aircraft. Maintenance observed aesthetic scuff mark on outboard leading edge slat or right wing. Aircraft had 30 passenger, no injuries, passenger continued on to destination.

WE WERE CLRED TO PUSH INTO TXWY A BY INBOUND GND. SINCE THE MD80 WAS TAXIING FOR TKOF, THEY WERE PROBABLY ON OUTBOUND GND. I DON'T KNOW IF GND TOLD THEM TO LOOK FOR US. CONSTRUCTION FORCING PUSHED ACFT ONTO AN ACTIVE TXWY. CONTINUED USE OF GATE UNDER THESE CIRCUMSTANCES. EXCESSIVE TAXI SPD BY MD80, COMBINED WITH INATTN. NOTE THAT WE WERE NOT PUSHED INTO HIS PATH.
