Narrative:
Ground interrupt for passenger carrying hazmat in carry-on luggage -- no crew form. Was not informed until after pushout and message appeared on purser paperwork as passenger has form. Discussed with dispatch. Agreed that conservative approach was to have him check dry cell battery and scuba torch. I inspected cell batteries for leakage. Maintenance came to gate, but was not informed we had taxied back to gate. After receipt of oceanic clearance, dispatch sent us a message that we had not completed ETOPS check for ground interrupt per part xzy note. I discussed an air interrupt with dispatch in order to complete check. We were still overweight for landing, and we both agreed that the safer course of action was to complete flight to XXX. All crew members have completed review of part xzy. Suggest that maintenance ask specific questions in order to ensure completion of requirement for additional ETOPS check.

Title: A B767-300ER WAS DISPATCHED IN NON COMPLIANCE AFTER RETURNING TO THE GATE FOR A PAX HAZMAT CHK. THEY WERE AGAIN DISPATCHED, BUT WITH NO ETOPS RECHK.
Narrative: GND INTERRUPT FOR PAX CARRYING HAZMAT IN CARRY-ON LUGGAGE -- NO CREW FORM. WAS NOT INFORMED UNTIL AFTER PUSHOUT AND MESSAGE APPEARED ON PURSER PAPERWORK AS PAX HAS FORM. DISCUSSED WITH DISPATCH. AGREED THAT CONSERVATIVE APCH WAS TO HAVE HIM CHK DRY CELL BATTERY AND SCUBA TORCH. I INSPECTED CELL BATTERIES FOR LEAKAGE. MAINT CAME TO GATE, BUT WAS NOT INFORMED WE HAD TAXIED BACK TO GATE. AFTER RECEIPT OF OCEANIC CLRNC, DISPATCH SENT US A MESSAGE THAT WE HAD NOT COMPLETED ETOPS CHK FOR GND INTERRUPT PER PART XZY NOTE. I DISCUSSED AN AIR INTERRUPT WITH DISPATCH IN ORDER TO COMPLETE CHK. WE WERE STILL OVERWT FOR LNDG, AND WE BOTH AGREED THAT THE SAFER COURSE OF ACTION WAS TO COMPLETE FLT TO XXX. ALL CREW MEMBERS HAVE COMPLETED REVIEW OF PART XZY. SUGGEST THAT MAINT ASK SPECIFIC QUESTIONS IN ORDER TO ENSURE COMPLETION OF REQUIREMENT FOR ADDITIONAL ETOPS CHK.
