Narrative:
The captain was the PF when he failed to make the crossing restr. We were instructed to cross newes at FL240 and we missed it by 1000 ft. The captain failed to take into account the strong tailwinds and did not descend rapidly enough. I informed the captain he was getting tight on the crossing restr, but he did not correct enough. The situation could have been resolved if I had informed ATC we were not going to meet the crossing restr.

Title: DURING DSCNT, B737 CREW FAILED TO MEET ALT XING RESTR.
Narrative: THE CAPT WAS THE PF WHEN HE FAILED TO MAKE THE XING RESTR. WE WERE INSTRUCTED TO CROSS NEWES AT FL240 AND WE MISSED IT BY 1000 FT. THE CAPT FAILED TO TAKE INTO ACCOUNT THE STRONG TAILWINDS AND DID NOT DSND RAPIDLY ENOUGH. I INFORMED THE CAPT HE WAS GETTING TIGHT ON THE XING RESTR, BUT HE DID NOT CORRECT ENOUGH. THE SIT COULD HAVE BEEN RESOLVED IF I HAD INFORMED ATC WE WERE NOT GOING TO MEET THE XING RESTR.
