Narrative:
We had been cleared for takeoff on runway 24, with traffic landing on runway 16 (a crossing runway) and had started our takeoff roll. As we neared the intersection, we realized that the traffic that had landed on runway 16 was not going to hold short of our runway as instructed by the tower. We immediately rotated, about 5 KTS early, and missed the cessna C172 by less than 20 ft. After the incident, we returned for landing and contacted the control tower to see what happened.

Narrative: WE HAD BEEN CLRED FOR TKOF ON RWY 24, WITH TFC LNDG ON RWY 16 (A XING RWY) AND HAD STARTED OUR TKOF ROLL. AS WE NEARED THE INTXN, WE REALIZED THAT THE TFC THAT HAD LANDED ON RWY 16 WAS NOT GOING TO HOLD SHORT OF OUR RWY AS INSTRUCTED BY THE TWR. WE IMMEDIATELY ROTATED, ABOUT 5 KTS EARLY, AND MISSED THE CESSNA C172 BY LESS THAN 20 FT. AFTER THE INCIDENT, WE RETURNED FOR LNDG AND CONTACTED THE CTL TWR TO SEE WHAT HAPPENED.
