Narrative:
Air carrier X aircraft was damaged at the r-hand elevator trailing edge. Maintenance replaced wedge section, but elevator required balancing. At the end of wedge replacement, a maintenance ferry flight was planned, ZZZ to XXX, for elevator balancing. Although maintenance at ZZZ was advised to prepare for maintenance ferry, the repair was instead signed off and a new airworthiness release generated and signed without advising maintenance control. Subsequently, the flight dispatcher sent flight plan for maintenance ferry without receiving ferry permit. Maintenance control was advised that ship departed for XXX by mechanic. Soon afterwards, it was realized that no maintenance ferry permit was sent by anyone from maintenance control. Ship arrived XXX without incident, and elevator was balanced and reinstalled. Maintenance control workload prevented satisfactory monitoring of work progress at ZZZ, as well as guidance towards maintenance ferry preparation.

Title: MD88 FLOWN TO MAIN MAINT BASE WITHOUT A FERRY PERMIT DUE TO INADEQUATE GUIDANCE TO MAINT PERSONNEL COMPLETING ELEVATOR REPAIR AT AN OUT STATION.
Narrative: ACR X ACFT WAS DAMAGED AT THE R-HAND ELEVATOR TRAILING EDGE. MAINT REPLACED WEDGE SECTION, BUT ELEVATOR REQUIRED BALANCING. AT THE END OF WEDGE REPLACEMENT, A MAINT FERRY FLT WAS PLANNED, ZZZ TO XXX, FOR ELEVATOR BALANCING. ALTHOUGH MAINT AT ZZZ WAS ADVISED TO PREPARE FOR MAINT FERRY, THE REPAIR WAS INSTEAD SIGNED OFF AND A NEW AIRWORTHINESS RELEASE GENERATED AND SIGNED WITHOUT ADVISING MAINT CTL. SUBSEQUENTLY, THE FLT DISPATCHER SENT FLT PLAN FOR MAINT FERRY WITHOUT RECEIVING FERRY PERMIT. MAINT CTL WAS ADVISED THAT SHIP DEPARTED FOR XXX BY MECH. SOON AFTERWARDS, IT WAS REALIZED THAT NO MAINT FERRY PERMIT WAS SENT BY ANYONE FROM MAINT CTL. SHIP ARRIVED XXX WITHOUT INCIDENT, AND ELEVATOR WAS BALANCED AND REINSTALLED.
