Narrative:
I had filed an IFR flight plan tpf-pbi. I tried contacting tampa clearance while on the ground on 119.8, as indicated in the AFD, and got no response. (If tampa is not going to monitor that frequency or if reception is not possible on the ground, the frequency should not be listed in the AFD.) I departed tpf and at 600 ft MSL began calling tpa departure to get my IFR clearance. Initially, I got no response from departure. I continued climbing. At 2000 ft MSL, tpa departure responded and gave me a squawk code. Since the WX was VFR, but not much above minimums, I was concerned about departing too far from tpf before I had my IFR clearance and I forgot that tpf is under the class B overhang of tpa. I busted the 1200 ft floor of the class B airspace. At 3000 ft I leveled off and tpa departure informed me I had violated their restr airspace. I note in passing that this is the second consecutive time I have had difficulty in getting an IFR clearance from tpa departure.

Title: PA28 PLT DEPARTS TPF AND CLBS INTO TPA CLASS B AIRSPACE WITHOUT CLRNC.
Narrative: I HAD FILED AN IFR FLT PLAN TPF-PBI. I TRIED CONTACTING TAMPA CLRNC WHILE ON THE GND ON 119.8, AS INDICATED IN THE AFD, AND GOT NO RESPONSE. (IF TAMPA IS NOT GOING TO MONITOR THAT FREQ OR IF RECEPTION IS NOT POSSIBLE ON THE GND, THE FREQ SHOULD NOT BE LISTED IN THE AFD.) I DEPARTED TPF AND AT 600 FT MSL BEGAN CALLING TPA DEP TO GET MY IFR CLRNC. INITIALLY, I GOT NO RESPONSE FROM DEP. I CONTINUED CLBING. AT 2000 FT MSL, TPA DEP RESPONDED AND GAVE ME A SQUAWK CODE. SINCE THE WX WAS VFR, BUT NOT MUCH ABOVE MINIMUMS, I WAS CONCERNED ABOUT DEPARTING TOO FAR FROM TPF BEFORE I HAD MY IFR CLRNC AND I FORGOT THAT TPF IS UNDER THE CLASS B OVERHANG OF TPA. I BUSTED THE 1200 FT FLOOR OF THE CLASS B AIRSPACE. AT 3000 FT I LEVELED OFF AND TPA DEP INFORMED ME I HAD VIOLATED THEIR RESTR AIRSPACE.
