Narrative:
Cleared to cross dandd intersection at FL190 and 250 KTS. En route to denver, descending through approximately FL250, after briefing runway 35R, we were reassigned runway 35L. Denver WX was 1 3/4 mi in snow with direct crosswind from the east, and braking advisories in effect -- reported varying between fair to poor. After briefing new runway (runway 35L), considering a coupled approach, and discussing decreased crosswind limits with decreased braking action PNF noticed we had passed assigned altitude (FL190) by 200 ft and called it out. PF corrected situation at approximately FL186 climbing back to FL190. Flight crew allowed itself to become distraction by runway change, WX, crosswind limits, braking action and radio chatter.
Original NASA ASRS Text
Title: B727 FLC, DISTR BY WX AND COCKPIT PROCS, OVERSHOOT ASSIGNED ALT.
Narrative: CLRED TO CROSS DANDD INTXN AT FL190 AND 250 KTS. ENRTE TO DENVER, DSNDING THROUGH APPROX FL250, AFTER BRIEFING RWY 35R, WE WERE REASSIGNED RWY 35L. DENVER WX WAS 1 3/4 MI IN SNOW WITH DIRECT XWIND FROM THE E, AND BRAKING ADVISORIES IN EFFECT -- RPTED VARYING BTWN FAIR TO POOR. AFTER BRIEFING NEW RWY (RWY 35L), CONSIDERING A COUPLED APCH, AND DISCUSSING DECREASED XWIND LIMITS WITH DECREASED BRAKING ACTION PNF NOTICED WE HAD PASSED ASSIGNED ALT (FL190) BY 200 FT AND CALLED IT OUT. PF CORRECTED SIT AT APPROX FL186 CLBING BACK TO FL190. FLC ALLOWED ITSELF TO BECOME DISTR BY RWY CHANGE, WX, XWIND LIMITS, BRAKING ACTION AND RADIO CHATTER.
