Narrative:

Location: 5 DME final localizer runway 30. While under control of mia approach, we were on heading to intercept the runway 30 localizer, and just prior to capturing the localizer, we received a TCASII TA of traffic 11:30 O'clock position and above us in a very steep descent. I slowed my descent through 4200 ft to almost level at 3800 ft. Traffic was 12 O'clock position about 1/2 mi ahead of us and descending rapidly. He passed through our altitude and below us by approximately 500 ft. Advised ATC, who responded he did not have a transponder nor a primary target until moments after our event. We never received a TCASII RA. Suspect the conflict aircraft was an old light single engine piper aircraft.

ADVISED ATC, WHO RESPONDED HE DID NOT HAVE A XPONDER NOR A PRIMARY TARGET UNTIL MOMENTS AFTER OUR EVENT. WE NEVER RECEIVED A TCASII RA. SUSPECT THE CONFLICT ACFT WAS AN OLD LIGHT SINGLE ENG PIPER ACFT.
