Narrative:
While taxiing on inner terminal taxiway as cleared by ground control, an aircraft (dornier) turned to begin taxi at intersection we were approaching. We opted to transition to outer taxiway to avert conflict. Ground was talking to other aircraft (giving a clearance) and we could not notify ground until after turn. Ground then told us to stop after turn was made which was in the direction of crossing an active runway. No incursion occurred and new taxi clearance was received and no further conflict. Contributing factors: frequency congestion, not knowing other aircraft's intentions or clearance (no notification from ground control).

Title: AN MD82 PIC TURNS OFF HIS ASSIGNED TXWY SO AS TO AVOID A TAXIING DORNIER WHOSE INTENTIONS HE COULD NOT DETERMINE AT MKE, WI.
Narrative: WHILE TAXIING ON INNER TERMINAL TXWY AS CLRED BY GND CTL, AN ACFT (DORNIER) TURNED TO BEGIN TAXI AT INTXN WE WERE APCHING. WE OPTED TO TRANSITION TO OUTER TXWY TO AVERT CONFLICT. GND WAS TALKING TO OTHER ACFT (GIVING A CLRNC) AND WE COULD NOT NOTIFY GND UNTIL AFTER TURN. GND THEN TOLD US TO STOP AFTER TURN WAS MADE WHICH WAS IN THE DIRECTION OF XING AN ACTIVE RWY. NO INCURSION OCCURRED AND NEW TAXI CLRNC WAS RECEIVED AND NO FURTHER CONFLICT. CONTRIBUTING FACTORS: FREQ CONGESTION, NOT KNOWING OTHER ACFT'S INTENTIONS OR CLRNC (NO NOTIFICATION FROM GND CTL).
