Narrative:
Aircraft #1 was given a climb clearance and was told to maintain 1500 FPM or greater in climb. He acknowledged and accepted. He did not maintain anything close to that. Then he was told to report level in less than 1 min. The pilot said he would, but didn't. Aircraft #2 was then vectored, but separation was lost. Supplemental information from acn 505123: I asked air carrier X to verify at FL390 with 7 mi separation and he responded at FL387 and that he had traffic in sight below him. My trainer took the frequency and asked air carrier X to verify at FL390 and the pilot responded FL388. My trainer turned air carrier X left, but it wasn't enough to maintain 5 mi.

Title: ZOB DEVELOPMENTAL AND INSTRUCTOR ASK FOR, AND RECEIVE, PLT RESTR COMPLIANCE. THE CLBING ACFT DOES NOT REACH ASSIGNED ALT IN ACKNOWLEDGED TIME PARAMETER.
Narrative: ACFT #1 WAS GIVEN A CLB CLRNC AND WAS TOLD TO MAINTAIN 1500 FPM OR GREATER IN CLB. HE ACKNOWLEDGED AND ACCEPTED. HE DID NOT MAINTAIN ANYTHING CLOSE TO THAT. THEN HE WAS TOLD TO RPT LEVEL IN LESS THAN 1 MIN. THE PLT SAID HE WOULD, BUT DIDN'T. ACFT #2 WAS THEN VECTORED, BUT SEPARATION WAS LOST. SUPPLEMENTAL INFO FROM ACN 505123: I ASKED ACR X TO VERIFY AT FL390 WITH 7 MI SEPARATION AND HE RESPONDED AT FL387 AND THAT HE HAD TFC IN SIGHT BELOW HIM. MY TRAINER TOOK THE FREQ AND ASKED ACR X TO VERIFY AT FL390 AND THE PLT RESPONDED FL388. MY TRAINER TURNED ACR X L, BUT IT WASN'T ENOUGH TO MAINTAIN 5 MI.
