Narrative:
Initially, I didn't climb the B190 passing behind the PA28 and when I got distraction with getting a holding STAR for iad and dca traffic, I forgot about the speeds and climbed the B190 and he passed 4 mi behind the PA32.

Title: ZDC CTLR LOSES SITUATIONAL AWARENESS AND CLBS B190 THROUGH OCCUPIED ALT OF PA32.
Narrative: INITIALLY, I DIDN'T CLB THE B190 PASSING BEHIND THE PA28 AND WHEN I GOT DISTR WITH GETTING A HOLDING STAR FOR IAD AND DCA TFC, I FORGOT ABOUT THE SPDS AND CLBED THE B190 AND HE PASSED 4 MI BEHIND THE PA32.
