Narrative:

While inbound on slc runway 34R localizer, we were cleared to descend from 11000 ft to 9000 ft. Shortly after beginning descent, copilot flying, we received a TCASII 'climb' command. No TA's were received prior to this. On our radar TCASII display, a target close, directly on the nose. First officer began climb -- guidance commanded 4000 FPM climb. Traffic acquired visually as we went through 10500 ft. It was a single engine, low wing, fixed gear type. Climbed through 11500 ft before clear of conflict received. Leveled off at 11800 ft. Reported to ATC this event. Controller had no radar contact with this aircraft.

NO TA'S WERE RECEIVED PRIOR TO THIS. ON OUR RADAR TCASII DISPLAY, A TARGET CLOSE, DIRECTLY ON THE NOSE. FO BEGAN CLB -- GUIDANCE COMMANDED 4000 FPM CLB. TFC ACQUIRED VISUALLY AS WE WENT THROUGH 10500 FT. IT WAS A SINGLE ENG, LOW WING, FIXED GEAR TYPE. CLBED THROUGH 11500 FT BEFORE CLR OF CONFLICT RECEIVED. LEVELED OFF AT 11800 FT. RPTED TO ATC THIS EVENT. CTLR HAD NO RADAR CONTACT WITH THIS ACFT.
