Narrative:

On a routine flight from ord-ewr we were cleared for the ILS runway 4R circle-to-land runway 29. We entered left traffic and upon turning final on a normal 3 degree GS, we noticed a turboprop on short final that was not brought to our attention. We initiated a go around because we were too close to that turboprop. Upon the go around, we took evasive action to not interfere with an air carrier jet that was taking off from runway 4L. We then entered left traffic for runway 29 and landed uneventfully. TCASII was initiated at our altitude. Winds were 310 degrees at 20 KTS gusting to 35 KTS. VFR conditions. Suggestions: build more runways, emphasize separation requirements, make TCASII a checklist item so as to let the pilot's determine whether to inhibit it (TCASII) or not at the pilot's discretion.

Title: A B737-300 CREW MADE GAR AT EWR BECAUSE SPACING WITH ACFT AHEAD WAS INADEQUATE FOR CIRCLING APCHS IN GUSTY XWIND CONDITIONS.

UPON THE GAR, WE TOOK EVASIVE ACTION TO NOT INTERFERE WITH AN ACR JET THAT WAS TAKING OFF FROM RWY 4L. WE THEN ENTERED L TFC FOR RWY 29 AND LANDED UNEVENTFULLY. TCASII WAS INITIATED AT OUR ALT. WINDS WERE 310 DEGS AT 20 KTS GUSTING TO 35 KTS. VFR CONDITIONS.
