Narrative:
While still taxiing from our parking ramp ground control cleared us to taxi across the landing runway. Upon reaching the active runway we looked and observed an aircraft on final, but could not distinguish his distance. I proceeded across in a hurried manner. After reaching the opposite side of the runway we observed the other aircraft go around. 1) I broke my tradition and hurried. Normally I would have held short and confirmed 'cleared to cross the runway.' 2) the ground controllers have a habit of crossing aircraft before they reach the hold short lines. 3) night vision through glasses and a windshield can distort judgement of distance. If it were daytime we would have had better distance judgement and held short. 4) clearance by controllers can be questioned if you have any doubt or question of the clearance. Callback conversation with reporter revealed the following information: reporter had no additional information to add.

Title: DHC8 TAXIS ACROSS RWY 27R AT PHL, RESULTING IN ACFT Y EXECUTING A GAR.
Narrative: WHILE STILL TAXIING FROM OUR PARKING RAMP GND CONTROL CLRED US TO TAXI ACROSS THE LNDG RWY. UPON REACHING THE ACTIVE RWY WE LOOKED AND OBSERVED AN ACFT ON FINAL, BUT COULD NOT DISTINGUISH HIS DISTANCE. I PROCEEDED ACROSS IN A HURRIED MANNER. AFTER REACHING THE OPPOSITE SIDE OF THE RWY WE OBSERVED THE OTHER ACFT GAR. 1) I BROKE MY TRADITION AND HURRIED. NORMALLY I WOULD HAVE HELD SHORT AND CONFIRMED 'CLRED TO CROSS THE RWY.' 2) THE GND CONTROLLERS HAVE A HABIT OF CROSSING ACFT BEFORE THEY REACH THE HOLD SHORT LINES. 3) NIGHT VISION THROUGH GLASSES AND A WINDSHIELD CAN DISTORT JUDGEMENT OF DISTANCE. IF IT WERE DAYTIME WE WOULD HAVE HAD BETTER DISTANCE JUDGEMENT AND HELD SHORT. 4) CLRNC BY CONTROLLERS CAN BE QUESTIONED IF YOU HAVE ANY DOUBT OR QUESTION OF THE CLRNC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR HAD NO ADDITIONAL INFORMATION TO ADD.
