Narrative:
Downwind ILS approach at alternate airport straight-in decision ht ILS runway was not grooved nor had overrun protection. Had standing water at 1 inch and aircraft hydroplane off end of runway. No damage to aircraft or passenger. Contributing factors were low IFR conditions with rapidly deteriorating WX from coastal storm. (Ahead of terminal WX period.) no other suitable approach at airport and unable to circle to land. Only WX service available was ASOS (test mode) and tower was closed. Pilot controled lighting was used for ILS. Holding at both destination and first alternate due to airline traffic and non radar coverage in terminal area. Should have returned back to departure airport or canceled flight.

Title: AFTER DIVERTING TO HIS SECOND ALTERNATE, A CPR PLT MAKES A DOWNWIND LNDG FROM AN ILS TO FIND STANDING WATER ON THE RWY RESULTING IN HYDROPLANING OFF THE END OF THE UNCTLED ARPT RWY.
Narrative: DOWNWIND ILS APCH AT ALTERNATE ARPT STRAIGHT-IN DECISION HT ILS RWY WAS NOT GROOVED NOR HAD OVERRUN PROTECTION. HAD STANDING WATER AT 1 INCH AND ACFT HYDROPLANE OFF END OF RWY. NO DAMAGE TO ACFT OR PAX. CONTRIBUTING FACTORS WERE LOW IFR CONDITIONS WITH RAPIDLY DETERIORATING WX FROM COASTAL STORM. (AHEAD OF TERMINAL WX PERIOD.) NO OTHER SUITABLE APCH AT ARPT AND UNABLE TO CIRCLE TO LAND. ONLY WX SVC AVAILABLE WAS ASOS (TEST MODE) AND TWR WAS CLOSED. PLT CTLED LIGHTING WAS USED FOR ILS. HOLDING AT BOTH DEST AND FIRST ALTERNATE DUE TO AIRLINE TFC AND NON RADAR COVERAGE IN TERMINAL AREA. SHOULD HAVE RETURNED BACK TO DEP ARPT OR CANCELED FLT.
