Narrative:

New york approach control tried to get us to identify VFR traffic 500 ft above us. Saw a light, but could not positively identify. He had a heavy foreign accent and was hard to understand. Got a TCASII RA and descended 300 ft then climbed back up to 6000 ft. Noticed on TCASII that we had traffic 300 ft above us, not 500 ft. While this was occurring, he gave us a frequency change and forgot to report TCASII alert as we then got a descent clearance from new controller. First officer on IOE was flying and followed TCASII as taught.

Title: UNABLE TO VISUALLY LOCATE TFC POINTED OUT BY APCH CTL, AN ACR LEAVES HIS ASSIGNED ALT WHEN A TCASII RA IS RECEIVED. THE REQUIRED RPT TO ATC OF THE EXCURSION WAS NOT GIVEN.

GOT A TCASII RA AND DSNDED 300 FT THEN CLBED BACK UP TO 6000 FT. NOTICED ON TCASII THAT WE HAD TFC 300 FT ABOVE US, NOT 500 FT. WHILE THIS WAS OCCURRING, HE GAVE US A FREQ CHANGE AND FORGOT TO RPT TCASII ALERT AS WE THEN GOT A DSCNT CLRNC FROM NEW CTLR. FO ON IOE WAS FLYING AND FOLLOWED TCASII AS TAUGHT.
