Narrative:

I had an incident at crg airport which I think has a high probability of occurring at other airports and I think this situation needs addressing. I am a flight instructor and was conducting an instrument training flight. My student called the tower and announced that we were IFR to tallahassee regional. He was given the IFR clearance and commenced to taxi to the active runway. After we completed our run-up, we asked for permission to take off. We were given the takeoff clearance. We were informed after we took off that we had not obtained a taxi clearance. My student responded that he thought we had been cleared. The tower responded that they never issued a taxi clearance. I think that this is a mistake that could easily be made by new instrument pilots. Now, I as the instructor should have caught this mistake but did not. I let myself be distraction while I was programming a GPS. However, I started thinking about this and how confusing this could be to a low time instrument pilot (receiving an IFR clearance and interping that as also a taxi clearance). Most of the time the tower will give the clearance and then ask if you're ready to taxi. That is not what happened in this case. The other scenario is when you call clearance delivery for your clearance they will always tell you to contact ground control for your taxi clearance and this is always clear. I think perhaps that the towers should adopt a standard policy that when they issue an IFR clearance that they should also ask if you're ready to taxi or say call us when you're ready to taxi. This would be a lot more clearer.

Title: INSTRUCTOR PLT DURING INST TRAINING FLT FAILED TO RECOGNIZE THAT HIS TRAINEE DID NOT HAVE TAXI CLRNC TO RWY FOR TKOF AFTER GETTING INST FLC CLRNC.

HE WAS GIVEN THE IFR CLRNC AND COMMENCED TO TAXI TO THE ACTIVE RWY. AFTER WE COMPLETED OUR RUN-UP, WE ASKED FOR PERMISSION TO TAKE OFF. WE WERE GIVEN THE TKOF CLRNC. WE WERE INFORMED AFTER WE TOOK OFF THAT WE HAD NOT OBTAINED A TAXI CLRNC. MY STUDENT RESPONDED THAT HE THOUGHT WE HAD BEEN CLRED. THE TWR RESPONDED THAT THEY NEVER ISSUED A TAXI CLRNC. I THINK THAT THIS IS A MISTAKE THAT COULD EASILY BE MADE BY NEW INST PLTS. NOW, I AS THE INSTRUCTOR SHOULD HAVE CAUGHT THIS MISTAKE BUT DID NOT. I LET MYSELF BE DISTR WHILE I WAS PROGRAMMING A GPS. HOWEVER, I STARTED THINKING ABOUT THIS AND HOW CONFUSING THIS COULD BE TO A LOW TIME INST PLT (RECEIVING AN IFR CLRNC AND INTERPING THAT AS ALSO A TAXI CLRNC). MOST OF THE TIME THE TWR WILL GIVE THE CLRNC AND THEN ASK IF YOU'RE READY TO TAXI. THAT IS NOT WHAT HAPPENED IN THIS CASE. THE OTHER SCENARIO IS WHEN YOU CALL CLRNC DELIVERY FOR YOUR CLRNC THEY WILL ALWAYS TELL YOU TO CONTACT GND CTL FOR YOUR TAXI CLRNC AND THIS IS ALWAYS CLR. I THINK PERHAPS THAT THE TWRS SHOULD ADOPT A STANDARD POLICY THAT WHEN THEY ISSUE AN IFR CLRNC THAT THEY SHOULD ALSO ASK IF YOU'RE READY TO TAXI OR SAY CALL US WHEN YOU'RE READY TO TAXI. THIS WOULD BE A LOT MORE CLEARER.
