Narrative:
A300 MEL 32-9 covers the autobrake system. The autobrake system consists of low, medium, and maximum braking. The operating manual states: when landing on short or contaminated runways or when operating in low visibility conditions, use of the autobrakes is recommended. Use of maximum autobrakes for landing is not authority/authorized. Bulletin states, the low and medium selections of the autobrake system have been temporarily deactivated on this airplane. The maximum selection remains available for takeoff. Bulletin refers only to ships a and B. Another publication shows bulletin is for C, a, B, D. This is circumventing MEL 32-9 and poorly controled through the bulletin system in respect that the master file lists four aircraft. With the low and medium selection of the autobrakes deactivated and not listed as an MEL, this denies the dispatcher the opportunity to follow the aircraft operating manual recommendation for operating on short or contaminated runways.

Narrative: A300 MEL 32-9 COVERS THE AUTOBRAKE SYS. THE AUTOBRAKE SYS CONSISTS OF LOW, MEDIUM, AND MAX BRAKING. THE OPERATING MANUAL STATES: WHEN LNDG ON SHORT OR CONTAMINATED RWYS OR WHEN OPERATING IN LOW VISIBILITY CONDITIONS, USE OF THE AUTOBRAKES IS RECOMMENDED. USE OF MAX AUTOBRAKES FOR LNDG IS NOT AUTH.
