Narrative:
I was plting a C421 from ads to hyi. We were using VFR flight following up to the point when grey approach called and canceled our flight following. I monitored austin approach after that, but did not contact them to resume flight following. Upon lng at hyi, I was told to call austin TRACON. The lady I spoke to said that I had penetrated the south side of austin's class C airspace without clearance. I informed her that I was using LORAN for navigation, and was aware of the class C airspace, and that I had not penetrated the class C airspace. When we passed hyle, a town south of austin, we were still descending, but were at 4500 ft, and therefore, could not have penetrated class C. I believe the error must be from our mode C equipment. Upon leaving ads, approach had trouble finding our squawk. They had us turn to a heading of 090 degrees for 15 seconds, then 180 degrees to help locate us. The next controller also reported transponder problems. I instruct in the area, and am familiar with it. I am quite certain I did not penetrate class C airspace of austin.

Title: PLT CHALLENGED BY AUS TRACON FOR CLASS C PENETRATION, WHICH RPTR QUESTIONS DUE TO LORAN EQUIP USAGE.
Narrative: I WAS PLTING A C421 FROM ADS TO HYI. WE WERE USING VFR FLT FOLLOWING UP TO THE POINT WHEN GREY APCH CALLED AND CANCELED OUR FLT FOLLOWING. I MONITORED AUSTIN APCH AFTER THAT, BUT DID NOT CONTACT THEM TO RESUME FLT FOLLOWING. UPON LNG AT HYI, I WAS TOLD TO CALL AUSTIN TRACON. THE LADY I SPOKE TO SAID THAT I HAD PENETRATED THE S SIDE OF AUSTIN'S CLASS C AIRSPACE WITHOUT CLRNC. I INFORMED HER THAT I WAS USING LORAN FOR NAV, AND WAS AWARE OF THE CLASS C AIRSPACE, AND THAT I HAD NOT PENETRATED THE CLASS C AIRSPACE. WHEN WE PASSED HYLE, A TOWN S OF AUSTIN, WE WERE STILL DSNDING, BUT WERE AT 4500 FT, AND THEREFORE, COULD NOT HAVE PENETRATED CLASS C. I BELIEVE THE ERROR MUST BE FROM OUR MODE C EQUIP. UPON LEAVING ADS, APCH HAD TROUBLE FINDING OUR SQUAWK. THEY HAD US TURN TO A HDG OF 090 DEGS FOR 15 SECONDS, THEN 180 DEGS TO HELP LOCATE US. THE NEXT CTLR ALSO RPTED XPONDER PROBS. I INSTRUCT IN THE AREA, AND AM FAMILIAR WITH IT. I AM QUITE CERTAIN I DID NOT PENETRATE CLASS C AIRSPACE OF AUSTIN.
