Narrative:
On descent into mci, controller cleared us to 8000 ft. After I read back 8000 ft, he changed clearance to 10000 ft. I read back clearance of 10000 ft and we leveled at 10000 ft. Controller then cleared us to 8000 ft again. I read back again. We were still 290 KTS and slowing when controller asked us if we were going to descend. We responded yes. After only a few seconds, controller asked again in a disparaging tone if we planned on descending. Captain then responded to controller and said we had to abide by FARS and slow to 250 KTS before descending below 10000 ft. Controller said he didn't want to argue and didn't do anything else. Handoff to another controller was made a short while later and uneventful landing at mci was made. Captain was flying and complied with all altitudes and airspds properly. Assume controller thought he had cleared us to 8000 ft originally and wondered why we were not descending.

Title: ARTCC RADAR CTLR IS IMPATIENT WITH AN ACR CREW WHEN THEY DELAY THEIR DSCNT FROM 10000 FT WHILE SPD IS REDUCED TO COMPLY WITH THE 250 KT RESTR BELOW 10000 FT.
Narrative: ON DSCNT INTO MCI, CTLR CLRED US TO 8000 FT. AFTER I READ BACK 8000 FT, HE CHANGED CLRNC TO 10000 FT. I READ BACK CLRNC OF 10000 FT AND WE LEVELED AT 10000 FT. CTLR THEN CLRED US TO 8000 FT AGAIN. I READ BACK AGAIN. WE WERE STILL 290 KTS AND SLOWING WHEN CTLR ASKED US IF WE WERE GOING TO DSND. WE RESPONDED YES. AFTER ONLY A FEW SECONDS, CTLR ASKED AGAIN IN A DISPARAGING TONE IF WE PLANNED ON DSNDING. CAPT THEN RESPONDED TO CTLR AND SAID WE HAD TO ABIDE BY FARS AND SLOW TO 250 KTS BEFORE DSNDING BELOW 10000 FT. CTLR SAID HE DIDN'T WANT TO ARGUE AND DIDN'T DO ANYTHING ELSE. HDOF TO ANOTHER CTLR WAS MADE A SHORT WHILE LATER AND UNEVENTFUL LNDG AT MCI WAS MADE. CAPT WAS FLYING AND COMPLIED WITH ALL ALTS AND AIRSPDS PROPERLY. ASSUME CTLR THOUGHT HE HAD CLRED US TO 8000 FT ORIGINALLY AND WONDERED WHY WE WERE NOT DSNDING.
