Narrative:
Cleared to 7000 ft on a heading of 090 degrees, passing 5500 ft, departure control gave us a clearance to descend to 5000 ft and turn left to 310 degrees. TA alert sounded, visually acquired traffic at 11 O'clock position, 5 NM and +400 ft. Disconnected autoplt, turned and descended smoothly, closest point of approach was 3-4 NM and +400 ft. I believe this incident was controller error. Supplemental information from acn 508042: the departure controller gave traffic at 11 O'clock, 400 ft above us and directed us to descend to 5000 ft. We received a TA on TCASII, but no RA. The departure controller apologized. The other aircraft appeared to be an ATR under approach control jurisdiction. No other information was obtained.
Original NASA ASRS Text
Title: MIA CTLR STOPS ACR CLB CLRNC AND VECTORS ACFT AS FLC RECEIVES A TCASII TA.
Narrative: CLRED TO 7000 FT ON A HDG OF 090 DEGS, PASSING 5500 FT, DEP CTL GAVE US A CLRNC TO DSND TO 5000 FT AND TURN L TO 310 DEGS. TA ALERT SOUNDED, VISUALLY ACQUIRED TFC AT 11 O'CLOCK POS, 5 NM AND +400 FT. DISCONNECTED AUTOPLT, TURNED AND DSNDED SMOOTHLY, CLOSEST POINT OF APCH WAS 3-4 NM AND +400 FT. I BELIEVE THIS INCIDENT WAS CTLR ERROR. SUPPLEMENTAL INFO FROM ACN 508042: THE DEP CTLR GAVE TFC AT 11 O'CLOCK, 400 FT ABOVE US AND DIRECTED US TO DSND TO 5000 FT. WE RECEIVED A TA ON TCASII, BUT NO RA. THE DEP CTLR APOLOGIZED. THE OTHER ACFT APPEARED TO BE AN ATR UNDER APCH CTL JURISDICTION. NO OTHER INFO WAS OBTAINED.
