Narrative:
We were stopped on taxiway 'east,' short of the hold line for runway 4. It was dark with limited visibility we were cleared to cross runway 4 on taxiway east, then turn right on taxiway bb. I started forward then stopped when I saw the lights of an aircraft at the approach end of runway 4. Our nosewheel was on the hold line. The aircraft was an air carrier Y taking off on runway 4. If I had been more aggressive in powering across the runway, we may very well have been in the path of the departing jet. There was an aircraft of like callsign behind us on taxiway east, air carrier Z who confirmed that they heard and witnessed the event. The ground controller was advised that I would file this report.

Title: SUPER MD80 CAPT CAME TO A STOP AFTER STARTING TO TAXI ACROSS ACTIVE RWY AS INSTRUCTED BY TWR CTLR DUE TO OBSERVING THE LIGHTS OF ANOTHER ACFT APPEARED TO BE STARTING TKOF.
Narrative: WE WERE STOPPED ON TXWY 'E,' SHORT OF THE HOLD LINE FOR RWY 4. IT WAS DARK WITH LIMITED VISIBILITY WE WERE CLRED TO CROSS RWY 4 ON TXWY E, THEN TURN R ON TXWY BB. I STARTED FORWARD THEN STOPPED WHEN I SAW THE LIGHTS OF AN ACFT AT THE APCH END OF RWY 4. OUR NOSEWHEEL WAS ON THE HOLD LINE. THE ACFT WAS AN ACR Y TAKING OFF ON RWY 4. IF I HAD BEEN MORE AGGRESSIVE IN POWERING ACROSS THE RWY, WE MAY VERY WELL HAVE BEEN IN THE PATH OF THE DEPARTING JET. THERE WAS AN ACFT OF LIKE CALLSIGN BEHIND US ON TXWY E, ACR Z WHO CONFIRMED THAT THEY HEARD AND WITNESSED THE EVENT. THE GND CTLR WAS ADVISED THAT I WOULD FILE THIS RPT.
