Narrative:
Aircraft arrived to change cracked #18 fan blade. Blade was removed. After realizing that the replacement blade weight did not match and would require all blades to be removed and trip would not make scheduled departure, management instructed me (amt lead) to have mechanics reinstall the cracked blade because it had 30 hours remaining on deferred item. The mechanics involved stated they could not install a known defective part because it was removed from the aircraft. Engine maintenance controller gave authority/authorized to reinstall the cracked blade. Mechanics still refused to install cracked blade. Per directive by maintenance manager, I was instructed to tell mechanics to install cracked blade and he would sign for installation. A new item was created for removal and installation of blade. Title: AN AIRBUS 319 #2 ENG FAN BLADE WAS REMOVED FOR BEING CRACKED BUT PARTS AVAILABILITY REQUIRED REINSTALLATION OF THE DEFERRED BLADE. TECHNICIANS WORKING #2 ENG WERE RELUCTANT TO REINSTALL THE BLADE.
Narrative: ACFT ARRIVED TO CHANGE CRACKED #18 FAN BLADE. BLADE WAS REMOVED. AFTER REALIZING THAT THE REPLACEMENT BLADE WT DID NOT MATCH AND WOULD REQUIRE ALL BLADES TO BE REMOVED AND TRIP WOULD NOT MAKE SCHEDULED DEP, MGMNT INSTRUCTED ME (AMT LEAD) TO HAVE MECHS REINSTALL THE CRACKED BLADE BECAUSE IT HAD 30 HRS REMAINING ON DEFERRED ITEM. THE MECHS INVOLVED STATED THEY COULD NOT INSTALL A KNOWN DEFECTIVE PART BECAUSE IT WAS REMOVED FROM THE ACFT. ENG MAINT CTLR GAVE AUTH TO REINSTALL THE CRACKED BLADE. MECHS STILL REFUSED TO INSTALL CRACKED BLADE. PER DIRECTIVE BY MAINT MGR, I WAS INSTRUCTED TO TELL MECHS TO INSTALL CRACKED BLADE AND HE WOULD SIGN FOR INSTALLATION. A NEW ITEM WAS CREATED FOR REMOVAL AND INSTALLATION OF BLADE. SEE SEQUENCE IN HISTORY FOR SIGNOFF.
