Narrative:

Departing runway 8 at sju, the captain was flying and very new to the B757. Our initial clearance was to climb to 5000 ft. Right after rotation, the tower told us to maintain 2000 ft. I read back the altitude, set it in the altitude window, pointed to it and called out 2000 ft set as per company procedures. The captain acknowledged it and continued his climb. I called him out of 1000 ft for 2000 ft. He continued to climb rapidly and I called out '2000 ft.' the international officer also called out '2000 ft.' the captain climbed through his altitude before we could get him to stop his climb. He claimed he did not hear our new altitude of 2000 ft, but myself and the international officer both agreed he acknowledged the change in altitude. The captain was close to 2300 ft before we got him stopped. From that point, he accelerated immediately to 300 KTS. The international officer and myself both told him it was our understanding that he must wait till 12 NM offshore before exceeding 250 KTS below 10000 ft MSL. I think the altitude deviation could have been a communication problem, but as for the airspeed, I think we were unable to talk the captain into staying on the safe side as he accelerated to 300 KTS. As the first officer, I did all I could to correct the communication problem as we talked it over on the flight home.

Narrative: DEPARTING RWY 8 AT SJU, THE CAPT WAS FLYING AND VERY NEW TO THE B757. OUR INITIAL CLRNC WAS TO CLB TO 5000 FT. RIGHT AFTER ROTATION, THE TWR TOLD US TO MAINTAIN 2000 FT. I READ BACK THE ALT, SET IT IN THE ALT WINDOW, POINTED TO IT AND CALLED OUT 2000 FT SET AS PER COMPANY PROCS. THE CAPT ACKNOWLEDGED IT AND CONTINUED HIS CLB. I CALLED HIM OUT OF 1000 FT FOR 2000 FT. HE CONTINUED TO CLB RAPIDLY AND I CALLED OUT '2000 FT.' THE INTL OFFICER ALSO CALLED OUT '2000 FT.' THE CAPT CLBED THROUGH HIS ALT BEFORE WE COULD GET HIM TO STOP HIS CLB. HE CLAIMED HE DID NOT HEAR OUR NEW ALT OF 2000 FT, BUT MYSELF AND THE INTL OFFICER BOTH AGREED HE ACKNOWLEDGED THE CHANGE IN ALT. THE CAPT WAS CLOSE TO 2300 FT BEFORE WE GOT HIM STOPPED. FROM THAT POINT, HE ACCELERATED IMMEDIATELY TO 300 KTS. THE INTL OFFICER AND MYSELF BOTH TOLD HIM IT WAS OUR UNDERSTANDING THAT HE MUST WAIT TILL 12 NM OFFSHORE BEFORE EXCEEDING 250 KTS BELOW 10000 FT MSL. I THINK THE ALTDEV COULD HAVE BEEN A COM PROB, BUT AS FOR THE AIRSPD, I THINK WE WERE UNABLE TO TALK THE CAPT INTO STAYING ON THE SAFE SIDE AS HE ACCELERATED TO 300 KTS. AS THE FO, I DID ALL I COULD TO CORRECT THE COM PROB AS WE TALKED IT OVER ON THE FLT HOME.
