Narrative:
Climbing out on eagul 1 departure from phx, we got a traffic alert on TCASII. We immediately spotted the aircraft which appeared to be a C421 or C414. We stopped our climb and the cessna passed over us at about 200 ft above our altitude. I feel if the TCASII had not worked, we would be on the 6 O'clock news.

Narrative: CLBING OUT ON EAGUL 1 DEP FROM PHX, WE GOT A TFC ALERT ON TCASII. WE IMMEDIATELY SPOTTED THE ACFT WHICH APPEARED TO BE A C421 OR C414. WE STOPPED OUR CLB AND THE CESSNA PASSED OVER US AT ABOUT 200 FT ABOVE OUR ALT. I FEEL IF THE TCASII HAD NOT WORKED, WE WOULD BE ON THE 6 O'CLOCK NEWS.
