Narrative:

Approaching runway 27 to land, when experimental airplane (twin engine) pulled on runway from adjoining taxiway. I asked tower controller what airplane was doing on runway. Controller's first response was 'what is on which runway?' I was less than 100 ft AGL when I started go around. Experimental airplane exited the runway after controller told him to get off. Controller advised me that experimental pilot admitted his error. Experimental pilot transmitted to me that he was wrong and thought he was cleared for takeoff. I told tower that I was satisfied that corrective action had occurred. Just wanted to make this report because the runway incursion issue affected me personally this time.

Title: A C-172 PERFORMS A GAR WHEN AN EXPERIMENTAL TYPE ACFT PULLS OUT ONTO THE RWY BELIEVING HE HAD BEEN CLRED FOR TKOF BY CTLR AT PIE, FL.

Narrative: APCHING RWY 27 TO LAND, WHEN EXPERIMENTAL AIRPLANE (TWIN ENG) PULLED ON RWY FROM ADJOINING TXWY. I ASKED TWR CTLR WHAT AIRPLANE WAS DOING ON RWY. CTLR'S FIRST RESPONSE WAS 'WHAT IS ON WHICH RWY?' I WAS LESS THAN 100 FT AGL WHEN I STARTED GAR. EXPERIMENTAL AIRPLANE EXITED THE RWY AFTER CTLR TOLD HIM TO GET OFF. CTLR ADVISED ME THAT EXPERIMENTAL PLT ADMITTED HIS ERROR. EXPERIMENTAL PLT TRANSMITTED TO ME THAT HE WAS WRONG AND THOUGHT HE WAS CLRED FOR TKOF. I TOLD TWR THAT I WAS SATISFIED THAT CORRECTIVE ACTION HAD OCCURRED. JUST WANTED TO MAKE THIS RPT BECAUSE THE RWY INCURSION ISSUE AFFECTED ME PERSONALLY THIS TIME.
