Narrative:
ZHU assigned and I accepted a crossing assignment of 30 NM of the mccomb VORTAC at FL280. Normally I write any crossing restr down on my pad of paper attached to the yoke. I was distraction at the moment that we were assigned the restr and did not notice until houston questioned whether we had been assigned this crossing restr. There was no conflict with any other traffic and we expedited our descent to FL280. No further discussion was made and we were handed off to new orleans approach. In addition to the distraction was the fatigue factor. We had been up all night on duty over 10 hours. Recommendation: limit duty hours for night operations to 10 hours maximum! 8 hours as a real target! No exemptions! This is a real problem in the air freight industry and demands real attention with meaningful change!

Title: DC8-73 CREW DID NOT COMPLY WITH AN ATC ISSUED XING RESTR. CREW FATIGUE FROM REPEATED ALL NIGHT OP WAS A FACTOR.

THERE WAS NO CONFLICT WITH ANY OTHER TFC AND WE EXPEDITED OUR DSCNT TO FL280. NO FURTHER DISCUSSION WAS MADE AND WE WERE HANDED OFF TO NEW ORLEANS APCH. IN ADDITION TO THE DISTR WAS THE FATIGUE FACTOR. WE HAD BEEN UP ALL NIGHT ON DUTY OVER 10 HRS. RECOMMENDATION: LIMIT DUTY HRS FOR NIGHT OPS TO 10 HRS MAX! 8 HRS AS A REAL TARGET! NO EXEMPTIONS! THIS IS A REAL PROB IN THE AIR FREIGHT INDUSTRY AND DEMANDS REAL ATTN WITH MEANINGFUL CHANGE!
