B767 flight crew were unable to completely clear the runway at ord after landing and turning off on high speed taxiway as instructed by tower controller due to other aircraft stopped in line on the taxiway. The tower controller cleared a bae-146 for takeoff after hearing B767 crew advised that they were unable to completely clear runway.

Narrative:
After landing, tower requested a turn-off at T4 high speed taxiway (3 times). Upon reaching taxiway T4, there were numerous planes in line, thus blocking a complete clearance of the runway. We then heard tower clear a bae-146 for takeoff. We then clearly told the tower we were not clear of the runway. He said ok and issued the clearance again. We saw the aircraft depart uneventfully. However, we were not over the runway clearance line and we were not completely on the taxiway due to congestion from departing traffic.

Title: B767 FLC WERE UNABLE TO COMPLETELY CLR THE RWY AT ORD AFTER LNDG AND TURNING OFF ON HIGH SPD TXWY AS INSTRUCTED BY TWR CTLR DUE TO OTHER ACFT STOPPED IN LINE ON THE TXWY. THE TWR CTLR CLRED A BAE-146 FOR TKOF AFTER HEARING B767 CREW ADVISED THAT THEY WERE UNABLE TO COMPLETELY CLR RWY.
Narrative: AFTER LNDG, TWR REQUESTED A TURN-OFF AT T4 HIGH SPD TXWY (3 TIMES). UPON REACHING TXWY T4, THERE WERE NUMEROUS PLANES IN LINE, THUS BLOCKING A COMPLETE CLRNC OF THE RWY. WE THEN HEARD TWR CLR A BAE-146 FOR TKOF. WE THEN CLRLY TOLD THE TWR WE WERE NOT CLR OF THE RWY. HE SAID OK AND ISSUED THE CLRNC AGAIN. WE SAW THE ACFT DEPART UNEVENTFULLY. HOWEVER, WE WERE NOT OVER THE RWY CLRNC LINE AND WE WERE NOT COMPLETELY ON THE TXWY DUE TO CONGESTION FROM DEPARTING TFC.
