Narrative:
During initial descent into msy, we were cleared to descend to FL220. At approximately FL225 we got a TCASII TA, followed by an RA with a climb command. TCASII showed another aircraft climbing beneath us at greater than 1500 FPM. We initiated a climb back to FL230 until clear of conflict. After climb, we advised ATC of situation and that we could not ignore a climb command from a TCASII RA. ATC controller seemed frustrated and mildly upset -- almost as though he expected me to ignore the RA, because other aircraft had been cleared to level at FL210. He said he understood the rules for TCASII RA's but did not like them. He was concerned that a pilot's action in response to an RA will cause a separate conflict to occur. I had no way of knowing if the other aircraft would level at assigned altitude, and will continue to adhere to TCASII RA procedures.

Title: ON DSCNT TO FL220, B717 INITIATES A TCASII CLB DUE TO FAST CLBING JET TFC RESTR TO FL210. ZHU CTLR DOES NOT LIKE TCASII PROC.
Narrative: DURING INITIAL DSCNT INTO MSY, WE WERE CLRED TO DSND TO FL220. AT APPROX FL225 WE GOT A TCASII TA, FOLLOWED BY AN RA WITH A CLB COMMAND. TCASII SHOWED ANOTHER ACFT CLBING BENEATH US AT GREATER THAN 1500 FPM. WE INITIATED A CLB BACK TO FL230 UNTIL CLR OF CONFLICT. AFTER CLB, WE ADVISED ATC OF SIT AND THAT WE COULD NOT IGNORE A CLB COMMAND FROM A TCASII RA. ATC CTLR SEEMED FRUSTRATED AND MILDLY UPSET -- ALMOST AS THOUGH HE EXPECTED ME TO IGNORE THE RA, BECAUSE OTHER ACFT HAD BEEN CLRED TO LEVEL AT FL210. HE SAID HE UNDERSTOOD THE RULES FOR TCASII RA'S BUT DID NOT LIKE THEM. HE WAS CONCERNED THAT A PLT'S ACTION IN RESPONSE TO AN RA WILL CAUSE A SEPARATE CONFLICT TO OCCUR. I HAD NO WAY OF KNOWING IF THE OTHER ACFT WOULD LEVEL AT ASSIGNED ALT, AND WILL CONTINUE TO ADHERE TO TCASII RA PROCS.
