Citation switched to center frequency -- appeared to climb out of 10000 ft. F100 departure continued climb to now vacant altitude at 10000 ft, and was switched to center frequency. Citation returned to level flight at 10000 ft. Center was contacted regarding potential conflict. Center controller replied they would resolve the problem, but separation was lost.

Title: PHL CTLR COORDINATES WITH ZNY TO ADVISE OF POTENTIAL CONFLICT BECAUSE OF OBSERVED DEPARTING C560 RETURNING TO PREVIOUSLY ASSIGNED ALT, NOW ASSIGNED TO DEPARTING F100. ZNY DOES NOT RESOLVE CONFLICT.
Narrative: CITATION SWITCHED TO CTR FREQ -- APPEARED TO CLB OUT OF 10000 FT. F100 DEP CONTINUED CLB TO NOW VACANT ALT AT 10000 FT, AND WAS SWITCHED TO CTR FREQ. CITATION RETURNED TO LEVEL FLT AT 10000 FT. CTR WAS CONTACTED REGARDING POTENTIAL CONFLICT. CTR CTLR REPLIED THEY WOULD RESOLVE THE PROB, BUT SEPARATION WAS LOST.
