Narrative:
Aircraft X was conducting an ILS approach to runway 17 at pensacola, fl regional and did not establish communications with pns ATC tower until aircraft was on a 1 1/2 mile final. Aircraft conducting practice apches at pns routinely enter tower airspace without establishing communications. FAA ATC management has been told repeatedly about this problem but refuses to take appropriate actions to eliminate this hazardous situation. See acn 513094 for further information on this situation.

Title: PNS LC CONCERNED WITH LACK OF NAVY FLC RESPONSE TO PUBLISHED PROC'S.
Narrative: ACFT X WAS CONDUCTING AN ILS APCH TO RWY 17 AT PENSACOLA, FL REGIONAL AND DID NOT ESTABLISH COMS WITH PNS ATC TWR UNTIL ACFT WAS ON A 1 1/2 MILE FINAL. ACFT CONDUCTING PRACTICE APCHES AT PNS ROUTINELY ENTER TWR AIRSPACE WITHOUT ESTABLISHING COMS.
