Narrative:
On takeoff, PF called 'gear up.' I reached for handle, gear handle would not move to up position. Complied with checklist. Discovered gear extend and gear retract circuit breakers were pulled. Gear remained down and locked. Returned to boston without incident. Probable cause: due to previous maintenance on aircraft, circuit breakers were pulled and not reset. Pulled circuit breakers were then missed during aircraft power up checklist. Probably took off with circuit breakers pulled. Solution: more thorough check of circuit breakers during preflight by flight crew. Also, clrer distinction between pulled, white collared, circuit breakers and labeled 'in' circuit breakers that are marked with white.

Title: A DO328 FLC, UNABLE TO RAISE THEIR LNDG GEAR, RETURN LAND WHEN THE CIRCUIT BREAKERS FOR THE LNDG GEAR OPERATING SYS ARE THOUGHT TO BE PULLED OUT AND COLLARED AT BOS, MA.
Narrative: ON TKOF, PF CALLED 'GEAR UP.' I REACHED FOR HANDLE, GEAR HANDLE WOULD NOT MOVE TO UP POS. COMPLIED WITH CHKLIST. DISCOVERED GEAR EXTEND AND GEAR RETRACT CIRCUIT BREAKERS WERE PULLED. GEAR REMAINED DOWN AND LOCKED. RETURNED TO BOSTON WITHOUT INCIDENT. PROBABLE CAUSE: DUE TO PREVIOUS MAINT ON ACFT, CIRCUIT BREAKERS WERE PULLED AND NOT RESET. PULLED CIRCUIT BREAKERS WERE THEN MISSED DURING ACFT PWR UP CHKLIST. PROBABLY TOOK OFF WITH CIRCUIT BREAKERS PULLED. SOLUTION: MORE THOROUGH CHK OF CIRCUIT BREAKERS DURING PREFLT BY FLC. ALSO, CLRER DISTINCTION BTWN PULLED, WHITE COLLARED, CIRCUIT BREAKERS AND LABELED 'IN' CIRCUIT BREAKERS THAT ARE MARKED WITH WHITE.
