Narrative:

We were involved in some rertes due to ZME radar outages and went back to a gate to add additional fuel. Pulled in to gate (dfw). Called ramp tower to request a jetbridge driver as we pulled in. Was told one had been called. Called approximately 3 mins later as no jetbridge driver had appeared. Was told again one had been called. After about an additional 3 mins, captain came up (he was in the back dealing with a passenger question) and said 'tell them we need the airstairs lowered or something -- we're fueling.' I called again, and said 'we need a door opened -- they're fueling.' response was 'oh boy, we'll get somebody out there.' after another min, fueling was complete, and nobody ever showed up. Suggest fueler check with cockpit prior to fueling during operations to ensure fuel load is correct (it was this time) and that aircraft is legal for fueling.

Title: MD80 IS REFUELED AT THE GATE WITHOUT HAVING THE PAX OR ANY EXIT DOORS OPEN FOR PAX EXIT IF NEEDED AT DFW, TX.

Narrative: WE WERE INVOLVED IN SOME RERTES DUE TO ZME RADAR OUTAGES AND WENT BACK TO A GATE TO ADD ADDITIONAL FUEL. PULLED IN TO GATE (DFW). CALLED RAMP TWR TO REQUEST A JETBRIDGE DRIVER AS WE PULLED IN. WAS TOLD ONE HAD BEEN CALLED. CALLED APPROX 3 MINS LATER AS NO JETBRIDGE DRIVER HAD APPEARED. WAS TOLD AGAIN ONE HAD BEEN CALLED. AFTER ABOUT AN ADDITIONAL 3 MINS, CAPT CAME UP (HE WAS IN THE BACK DEALING WITH A PAX QUESTION) AND SAID 'TELL THEM WE NEED THE AIRSTAIRS LOWERED OR SOMETHING -- WE'RE FUELING.' I CALLED AGAIN, AND SAID 'WE NEED A DOOR OPENED -- THEY'RE FUELING.' RESPONSE WAS 'OH BOY, WE'LL GET SOMEBODY OUT THERE.' AFTER ANOTHER MIN, FUELING WAS COMPLETE, AND NOBODY EVER SHOWED UP. SUGGEST FUELER CHK WITH COCKPIT PRIOR TO FUELING DURING OPS TO ENSURE FUEL LOAD IS CORRECT (IT WAS THIS TIME) AND THAT ACFT IS LEGAL FOR FUELING.
