Primary Problem | ATC Human Performance |
Air Traffic Incident | Operational Error |
Narrative:
We were holding short of runway 1L at iad on taxiway Y9. Air carrier B777 was cleared for takeoff to use taxiway Y11. I saw that his wingtip light did not appear as if it would clear our aircraft and radio-called them at iad tower. Air carrier agreed that they could 'certainly not' clear us and stopped. We were cleared for takeoff first without further incident. Someone should fix this situation before there is a collision. Those 2 txwys converge and large aircraft encroach on both. Callback conversation with reporter revealed the following information: the B777 was cleared for takeoff long before his arrival at the runway when he was in a position on the parallel taxiway. Company and union investigation revealed that ATC had determined operational error in this case.
Original NASA ASRS Text
Title: A JS41 HOLDING FOR TKOF REALIZES A LARGE ACR ACFT HAS BEEN CLRED FOR TKOF FROM AN INTERSECTING RWY. THERE IS NOT ENOUGH CLRNC BTWN ACFT. TWR IS ADVISED.
Narrative: WE WERE HOLDING SHORT OF RWY 1L AT IAD ON TXWY Y9. ACR B777 WAS CLRED FOR TKOF TO USE TXWY Y11. I SAW THAT HIS WINGTIP LIGHT DID NOT APPEAR AS IF IT WOULD CLR OUR ACFT AND RADIO-CALLED THEM AT IAD TWR. ACR AGREED THAT THEY COULD 'CERTAINLY NOT' CLR US AND STOPPED. WE WERE CLRED FOR TKOF FIRST WITHOUT FURTHER INCIDENT. SOMEONE SHOULD FIX THIS SIT BEFORE THERE IS A COLLISION. THOSE 2 TXWYS CONVERGE AND LARGE ACFT ENCROACH ON BOTH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE B777 WAS CLRED FOR TKOF LONG BEFORE HIS ARR AT THE RWY WHEN HE WAS IN A POS ON THE PARALLEL TXWY. COMPANY AND UNION INVESTIGATION REVEALED THAT ATC HAD DETERMINED OPERATIONAL ERROR IN THIS CASE.
