Narrative:
We were given the crossing restr and wakem intersection 250 KTS and 10000 ft on the wakem 2 arrival into cle on the descent. Passing through 12000 ft for 10000 ft, TA came up on TCASII stating traffic at 2 O'clock 1000 ft below. We, therefore, stopped our descent, and next came the RA climb 7000 FPM. ATC mentioned our traffic right as we started the climb. ATC also pointed out the traffic prior to the TA, but we did not have him in sight since we were IMC. After climbing and clear of conflict, the other aircraft started questioning the ATC controller's ability to separate us. I think in order to prevent this from happening again, maybe the controller could have turned the other aircraft one way or the other. I am not sure whether the other aircraft was just receiving TA's and even if he was on an IFR flight plan. If he was VFR, the aircraft was obviously in IFR conditions and totally not ATC controller's problem.

Title: E145 FLC EXECUTES TCASII MANEUVER AS ZOB CTLR ISSUES TFC ALERT AND TURNS. OTHER ACFT COMPLAINS.
Narrative: WE WERE GIVEN THE XING RESTR AND WAKEM INTXN 250 KTS AND 10000 FT ON THE WAKEM 2 ARR INTO CLE ON THE DSCNT. PASSING THROUGH 12000 FT FOR 10000 FT, TA CAME UP ON TCASII STATING TFC AT 2 O'CLOCK 1000 FT BELOW. WE, THEREFORE, STOPPED OUR DSCNT, AND NEXT CAME THE RA CLB 7000 FPM. ATC MENTIONED OUR TFC RIGHT AS WE STARTED THE CLB. ATC ALSO POINTED OUT THE TFC PRIOR TO THE TA, BUT WE DID NOT HAVE HIM IN SIGHT SINCE WE WERE IMC. AFTER CLBING AND CLR OF CONFLICT, THE OTHER ACFT STARTED QUESTIONING THE ATC CTLR'S ABILITY TO SEPARATE US. I THINK IN ORDER TO PREVENT THIS FROM HAPPENING AGAIN, MAYBE THE CTLR COULD HAVE TURNED THE OTHER ACFT ONE WAY OR THE OTHER. I AM NOT SURE WHETHER THE OTHER ACFT WAS JUST RECEIVING TA'S AND EVEN IF HE WAS ON AN IFR FLT PLAN. IF HE WAS VFR, THE ACFT WAS OBVIOUSLY IN IFR CONDITIONS AND TOTALLY NOT ATC CTLR'S PROB.
