Narrative:
Prior maintenance done on landing gear night before. Gear handle not returned to down position. First officer performs preflight and prior engine start checklist. Gear handle still not placed down. Advised captain engines ready to start. Captain begins start sequence, gets warning horn and assumes it is because main gear doors are drooping because of maintenance. Captain continues start sequence. Nose gear collapses prior to engine light-off. Contributing factors: 1) maintenance not completing checklist. 2) first officer not completing preflight and engine start checklist. 3) captain distracted by WX and getting aircraft back in hangar in case of hail. 4) captain bypassing warning horn, even though he had logical explanation for horn, and proceeding with engine start. To prevent reoccurrence: thorough training of maintenance and flight crew members on hawker gear system. Stricter flight crew member CRM.

Narrative: PRIOR MAINT DONE ON LNDG GEAR NIGHT BEFORE. GEAR HANDLE NOT RETURNED TO DOWN POS. FO PERFORMS PREFLT AND PRIOR ENG START CHKLIST. GEAR HANDLE STILL NOT PLACED DOWN.
