Narrative:
Flight arrived sna without trash containers. Dispatch was led to believe flight could depart with 2 containers. Maintenance took 2 containers off another flight so both flts had only 2 containers. Dispatcher on other flight was not advised of the placarding under MEL 29-14 until after flight had departed. Maintenance advised then that all trash containers had to be installed or it was a no go situation.
