Narrative:
VFR cruise flight from cfj to 1h2. I was receiving RA's from huf. The controller advised me of traffic at 1-2 O'clock position, 4400 ft, 2 mi. After approximately 30 seconds, the controller called traffic, was now at my 10 O'clock position, less than 1 mi, at 4500 ft. When I spotted the aircraft, it was in a climb beside me, then it turned into me. I told the controller 'traffic insight, I'm going down.' (bad terminology.) I should have said 'descending.' I chopped power, and started a 2000 FPM descent, leveled off at 4000 ft. At the same moment, the controller informed me that the conflict aircraft was no longer reporting, as if that traffic had turned off its transponder. The aircraft was a C182. After about 1 min, I notified huf that I was climbing back up to 4500 ft! Personal note: I suspect this aircraft was buzzing me. I also suspect that this aircraft passed under me by less than or about 100 ft. I had a headwind with a ground speed of only 78 KTS. When the aircraft turned into me, it was at my 8-9 O'clock position.

Title: A PA28-140 PLT COMPLAINS OF AN ALLEGED 'BUZZ JOB' PERFORMED BY A PLT IN A C182 12 MI NW OF HUF, IN.
Narrative: VFR CRUISE FLT FROM CFJ TO 1H2. I WAS RECEIVING RA'S FROM HUF. THE CTLR ADVISED ME OF TFC AT 1-2 O'CLOCK POS, 4400 FT, 2 MI. AFTER APPROX 30 SECONDS, THE CTLR CALLED TFC, WAS NOW AT MY 10 O'CLOCK POS, LESS THAN 1 MI, AT 4500 FT. WHEN I SPOTTED THE ACFT, IT WAS IN A CLB BESIDE ME, THEN IT TURNED INTO ME. I TOLD THE CTLR 'TFC INSIGHT, I'M GOING DOWN.' (BAD TERMINOLOGY.) I SHOULD HAVE SAID 'DSNDING.' I CHOPPED PWR, AND STARTED A 2000 FPM DSCNT, LEVELED OFF AT 4000 FT. AT THE SAME MOMENT, THE CTLR INFORMED ME THAT THE CONFLICT ACFT WAS NO LONGER RPTING, AS IF THAT TFC HAD TURNED OFF ITS XPONDER. THE ACFT WAS A C182. AFTER ABOUT 1 MIN, I NOTIFIED HUF THAT I WAS CLBING BACK UP TO 4500 FT! PERSONAL NOTE: I SUSPECT THIS ACFT WAS BUZZING ME. I ALSO SUSPECT THAT THIS ACFT PASSED UNDER ME BY LESS THAN OR ABOUT 100 FT. I HAD A HEADWIND WITH A GND SPD OF ONLY 78 KTS. WHEN THE ACFT TURNED INTO ME, IT WAS AT MY 8-9 O'CLOCK POS.
