Narrative:
On arrival at spinks, I flew a crosswind at the south end of airport, not aware there was a tower in operation. I flew a downwind east of field turning final. I noticed a cessna taxiing toward the runway. It never paused or stopped to check for traffic. Realizing the aircraft was taking the runway in front of me, I did a go around to the east side of the runway, not getting below 500 ft. On the local area charts there had been a tower shown in the past, but it never was in operation and a different frequency at that. In hindsight, I should have checked the NOTAM!

Title: AN ATP PLT IN HIS HOME BUILT ENTERS FWS AIRSPACE AND HAS A POTENTIAL CONFLICT WITH DEP TFC AND PERFORMS A GAR AT FWS, TX.
Narrative: ON ARR AT SPINKS, I FLEW A XWIND AT THE S END OF ARPT, NOT AWARE THERE WAS A TWR IN OP. I FLEW A DOWNWIND E OF FIELD TURNING FINAL. I NOTICED A CESSNA TAXIING TOWARD THE RWY. IT NEVER PAUSED OR STOPPED TO CHK FOR TFC. REALIZING THE ACFT WAS TAKING THE RWY IN FRONT OF ME, I DID A GAR TO THE E SIDE OF THE RWY, NOT GETTING BELOW 500 FT. ON THE LCL AREA CHARTS THERE HAD BEEN A TWR SHOWN IN THE PAST, BUT IT NEVER WAS IN OP AND A DIFFERENT FREQ AT THAT. IN HINDSIGHT, I SHOULD HAVE CHKED THE NOTAM!
