Narrative:
I was the lead mechanic in charge on jun/xa/01 when a mechanic reported a possible lightning strike to aircraft. He asked me to look at one area, which I did. This was a blanking cap for an old antenna. Check was accomplished per maintenance manual, and I signed aircraft off as no damage found -- ok for service. As I went past aircraft with deicing bucket, I saw a mark on vertical stabilizer. At this time I called maintenance control for air carrier X and he wrote a work card to have aircraft checked when it arrived in XXX. At XXX maintenance, found a hole in the left vertical stabilizer and other damage to trim tabs on elevator, which were replaced.

Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH LIGHTNING STRIKE DAMAGE NOTED BUT NOT CHKED PER MAINT MANUAL PROCS.
