Narrative:
While trying to clear runway 17 at phl on taxiway H, we could not taxi the aircraft clear of the hold short lines to get off of the runway due to 3 aircraft taxiing north on taxiway east. While waiting for the taxiing planes to move out of our way to exit the runway, tower cleared an aircraft for takeoff on runway 17. We saw the aircraft on the roll and notified ground that we were not clear of the runway. We believe there was not any danger or conflict of our 2 planes, but tower should have held the runway 17 departure until we cleared the runway. Supplemental information from acn 515582: after realizing that we would remain on the runway side of the lines, I notified phl ground that we were not clear of active runway 17. The controller tried to make room for us in the line but was unable to do so. Tower then cleared an aircraft for takeoff on runway 17 prior to our aircraft being clear. Poor taxi clrncs at phl (blocking runway exits).

Title: ATTEMPTING TO EXIT RWY 17, ON TXWY H, AT PHL, FLC ADVISES LCL CTLR THAT THEY ARE NOT CLR OF RWY WHEN HEARING LCL CTLR CLR ANOTHER ACFT FOR TKOF.
Narrative: WHILE TRYING TO CLR RWY 17 AT PHL ON TXWY H, WE COULD NOT TAXI THE ACFT CLR OF THE HOLD SHORT LINES TO GET OFF OF THE RWY DUE TO 3 ACFT TAXIING N ON TXWY E. WHILE WAITING FOR THE TAXIING PLANES TO MOVE OUT OF OUR WAY TO EXIT THE RWY, TWR CLRED AN ACFT FOR TKOF ON RWY 17. WE SAW THE ACFT ON THE ROLL AND NOTIFIED GND THAT WE WERE NOT CLR OF THE RWY. WE BELIEVE THERE WAS NOT ANY DANGER OR CONFLICT OF OUR 2 PLANES, BUT TWR SHOULD HAVE HELD THE RWY 17 DEP UNTIL WE CLRED THE RWY.
