Narrative:
We were in position (holding runway 01 at dca) waiting for takeoff clearance. I saw the light twin out my window high (approximately 400-500 ft) eastbound and I assumed him to be landing at edwards. We were given takeoff clearance and I advanced throttles to toga power at about 40-50 KTS the captain (looking over my shoulder) spots the twin at about 150 ft on final to runway 33. He immediately took control of the aircraft and initiated an abort. Tower was advised of abort, manual braking was applied. A reverse turn was made on to runway 22 and act stopped. Brake temperatures were checked and were within takeoff limits. We returned to penalty box consulted communication, performed checklist and requested/advised tower we were declaring the abort due to near miss/traffic conflict. Requested tower comply with pilot declared near miss and requested tower phone number. We requested our disp to contact tower. He did and dca tower said there was no conflict and no investigation planned.

Title: DURING ROLL FROM TKOF ON RWY 01 AT DCA, PIC ABORTS WHEN HE SPOTS AN ACFT LNDG RWY 33.
Narrative: WE WERE IN POS (HOLDING RWY 01 AT DCA) WAITING FOR TKOF CLRNC. I SAW THE LIGHT TWIN OUT MY WINDOW HIGH (APPROX 400-500 FT) EBOUND AND I ASSUMED HIM TO BE LNDG AT EDWARDS. WE WERE GIVEN TKOF CLRNC AND I ADVANCED THROTTLES TO TOGA PWR AT ABOUT 40-50 KTS THE CAPT (LOOKING OVER MY SHOULDER) SPOTS THE TWIN AT ABOUT 150 FT ON FINAL TO RWY 33. HE IMMEDIATELY TOOK CTL OF THE ACFT AND INITIATED AN ABORT. TWR WAS ADVISED OF ABORT, MANUAL BRAKING WAS APPLIED. A REVERSE TURN WAS MADE ON TO RWY 22 AND ACT STOPPED. BRAKE TEMPS WERE CHECKED AND WERE WITHIN TKOF LIMITS. WE RETURNED TO PENALTY BOX CONSULTED COM, PERFORMED CHECKLIST AND REQUESTED/ADVISED TWR WE WERE DECLARING THE ABORT DUE TO NEAR MISS/TFC CONFLICT. REQUESTED TWR COMPLY WITH PLT DECLARED NEAR MISS AND REQUESTED TWR PHONE NUMBER. WE REQUESTED OUR DISP TO CONTACT TWR. HE DID AND DCA TWR SAID THERE WAS NO CONFLICT AND NO INVESTIGATION PLANNED.
